买房又能省钱了,购房减税政策,12月1日起正式实施。
买房卖房
交易成本降低
财政部、税务总局、住房城乡建设部发布《关于促进房地产市场平稳健康发展有关税收政策的公告》(以下简称《公告》),明确多项支持房地产市场发展的税收优惠政策,包括优化住房交易契税政策,明确与取消普通住宅和非普通住宅标准相衔接的增值税、土地增值税优惠政策,自2024年12月1日起执行。
■ 将现行享受1%低税率优惠的面积标准由90平方米提高到140平方米;
■ 北京、上海、广州、深圳4个城市可以与其他地区统一适用家庭第二套住房契税优惠政策;
■ 在全国范围内,对个人购买家庭唯一住房和家庭第二套住房,只要面积不超过140平方米的,统一按1%的税率缴纳契税。
一个变化是,过去只有购买90㎡及以下的房子,契税按1%征收,现在购买90㎡-140㎡的房子,只要是首套房,都可以按1%征收。对于一线城市来说,其税率可从3%下调到1%,其他城市税率可从1.5%下调到1%。
另一个变化是,对于140㎡以上的购房类型,首套房契税税率调整为1.5%(对于一线城市来说,契税由3%降为1.5%),二套房则降至2%。
买房的怎么办
根据政策,北京、上海、广州、深圳4个城市可与其他地区统一适用家庭第二套住房契税优惠政策。以在北京购买总价500万元二套房为例,过去契税是3%,也就是15万元。新政策落地后,如面积不超过140平方米,契税将按1%收取,也就是5万元,减少10万元。
契税属财产转移税,是当房屋等不动产的产权发生转移变动时,根据当事人所订契约,按价格的一定比例向新业主征收的一次性税收。
新政策于12月1日正式实施,为了让更多人享受到政策红利,对12月1日前买房,12月1日后申报缴税的,都可按新政策办理。买房人可先网签,等12月1日后再申报缴税,即可享受优惠税率。
实实在在提振
“契税下调影响重大。”上海易居房地产研究院副院长严跃进在接受风口财经记者采访时表示,一是直接激活中大户型房子的认购,对改善型住房需求实实在在提振;二是利好一线城市住房交易;三是利好房企和房东的项目去库存。
58安居客研究院院长张波在接受风口财经记者采访时表示,购房税费降低,更利好一二线。
张波认为,对于一二线城市来说,包括首套和改善,大量的需求都是集中在140㎡以下,契税的大幅优惠可以大大节省其买房支出,并且契税不同于房贷,需要在购房时一次性缴付,减少契税支出购房者的当下感受更为直接和明显。

上个月,北上广深四大一线城市已陆续宣布取消普通住房和非普通住房标准。
根据《公告》取消普通住宅和非普通住宅标准的城市,对纳税人建造销售增值额未超过扣除项目金额20%的普通标准住宅,继续实施免征土地增值税优惠政策。
这意味着,调整前,目前普宅增值额未超过扣除项目金额20%的免征,非普宅全额征收;调整后,取消普宅标准后非普宅也适用。
对房企有何影响
与我国房地产开发模式相适应,我国的土地增值税实行预征制度。土地增值税是针对开发商开发商品房项目,从购置土地到项目竣工交付,根据土地评估价值增长多少来征收的。因竣工交付周期较长,一般在商品房项目销售阶段会对开发商预征0.5%至1.5%的土地增值税,项目竣工交付后再清算。
根据《公告》,将各地区土地增值税预征率下限统一降低0.5个百分点。
调整前,东部地区为2%,中部和东北地区为1.5%,西部地区为1%;调整后,东部地区为1.5%,中部和东北地区为1%,西部地区为0.5%。
中指研究院政策研究总监陈文静表示,本次将各地区土地增值税预征率下限统一降低0.5个百分点,有利于降低企业预征预缴的土地增值税,降低企业资金压力,对于当前稳定企业预期也将带来积极影响。
