上海户籍限购政策:
Families with Shanghai household registration are limited to purchasing two residential units in the city. Families with multiple children can purchase an additional one residential unit.
1、上海户籍家庭,在本市限购 2 套住宅,多子女家庭可增购 1 套住宅;
2. Single individuals with Shanghai household registration are limited to purchasing one residential unit in the city.
2、上海户籍单身人士,在本市限购 1 套住宅;
If there is one minor child, one additional residential property can be purchased.
有1个未成年子女,可增购 1 套住宅;
If there are two or more children (at least one of whom is a minor), two additional residential units can be purchased.
有2个及以上子女(至少有1个未成年),可增购 2 套住宅;
Purchase restrictions for non-Shanghai residents on the Chinese mainland:
大陆非上海户籍限购政策:
Families from the Chinese mainland who are not registered in Shanghai are limited to purchasing one residential property in the city. Families with multiple children can purchase an additional residential property.
1、大陆非上海户籍家庭,在本市限购 1 套住宅,多子女家庭可增购 1 套住宅;
(1) If the purchased residence is located within the outer Ring Road, it is necessary to provide the social security or personal income tax returns (referred to as "personal income tax returns") of either spouse who has paid normally for a cumulative period of 36 months within 39 months prior to the date of online signing.
(1)所购住宅地处外环以内的,须提供网签之日前夫妻双方任意一方 39 个月内累计正常缴纳满 36 个月的社保单或个人所得税税单(简称“个税单”);
(2) If the purchased residence is located outside the outer Ring Road, either spouse must provide a cumulative and normal payment record of social security policies or individual tax returns for at least 12 months within 15 months prior to the date of online signing.
(2)所购住宅地处外环以外的,须提供网签之日前夫妻双方任意一方 15 个月内累计正常缴纳满 12 个月的社保单或个税单;
When purchasing a residence in Chongming District, social security or individual income tax must be paid in Chongming District.
购买崇明区的住宅,社保或个税需在崇明区缴纳;
2. Single individuals from the Chinese mainland who are not registered in Shanghai are limited to purchasing one residential property in the city (new properties within the outer ring road are restricted). If they have two or more children (at least one of whom is a minor), they can purchase an additional residential property.
2、大陆非上海户籍单身人士,在本市限购1套住宅(外环以内新房限购),有2个及以上子女(至少有1个未成年),可增购1套住宅;
(1) If the purchased residence is located within the outer Ring Road, a social security policy or personal income tax bill with a cumulative normal payment period of 36 months within the 39 months prior to the date of online signing must be provided.
(1)所购住宅地处外环以内的,须提供网签之日前 39 个月内累计正常缴纳满 36 个月的社保单或个人所得税税单;
(2) If the purchased residence is located outside the outer Ring Road, a social security policy or personal tax bill with normal payment for a cumulative period of 12 months within the 15 months prior to the date of online signing must be provided.
(2)所购住宅地处外环以外的,须提供网签之日前 15 个月内累计正常缴纳满 12 个月的社保单或个人税单;
When purchasing a residence in Chongming District, social security or individual income tax must be paid in Chongming District.
购买崇明区的住宅,社保或个税需在崇明区缴纳;
3. Non-resident families or single individuals with non-Shanghai household registration who sell all their residential properties in Shanghai and complete the transfer of ownership after May 28, 2024, can purchase new houses under the policy of replacement purchase without having to verify the proof of social security or individual income tax payment. They are only allowed to replace one property.
3、非本市户籍居民家庭或单身人士在2024年5月28日后,出售其名下上海市的全部住宅并过户完毕,可按置换性购房政策新购住房,免于核查缴纳社保或个税证明,仅限置换1套;
4. For non-Shanghai resident families holding the Shanghai Residence Permit with a total of 120 points and having paid social insurance or personal income tax in the city for three years or more, they will enjoy the housing purchase treatment of Shanghai resident families in terms of the number of housing units purchased (excluding taxes and fees).
4、对持《上海市居住证》且积分达到120分、在本市缴纳社会保险或个人所得税满3年及以上的非上海市户籍居民家庭,在购买住房套数(不含税费)方面享受上海户籍居民家庭的购房待遇。

1. Overseas individuals and residents of Hong Kong, Macao and Taiwan are limited to purchasing one residential property in this city. They must have no property under their Chinese family's name and provide a valid labor contract of this city that has been continuously valid for at least one year before the date of online signing, along with the corresponding social security policy or personal tax bill, to purchase one residential property for self-occupation in this city.

3. Doctoral students currently enrolled in Shanghai are limited to purchasing one residential property in the city. They must meet the conditions of being a student, originally from the Chinese mainland but not with Shanghai household registration. If they have moved their household registration to the collective household registration of the school due to their studies, they need to obtain a household registration certificate from the local police station of the school and a certificate of doctoral enrollment from the school.
3、上海在读博士,在本市限购 1 套住宅,须满足在读、原籍大陆非上海户籍人士,因就学迁入学校集体户口的,至学校所在地的派出所开具户籍证明,至学校开具博士在读证明;
4. Postdoctoral researchers entering the station in Shanghai are limited to purchasing one residential property in the city.

5. In the Lingang New Area of the Free Trade Zone, more differentiated housing purchase policies will be implemented.
